verabschiedet am 05.10.1999 per Beschluss des Nationalen Sicherheitsrates § 1 (1) Der Ausnahmezustand kann nur vom Nationalen Sicherheitsrat ausgerufen werden. (2) Der Ausnahmezustand kann nur in Situationen äußerster Bedrohung der öffentlichen Ordnung ausgerufen werden. (3) Dies gilt für äußere sowie innere Bedrohungen. § 2 (1) Der Ausnahmezustand erzwingt die Mobilisierung der Streitkräfte des Volkes. (2) Der Ausnahmezustand dient dem Schutz der Bürger und Bürgerinnen der Volksrepublik Wolfenstein. (3) Dieses Gesetz gilt für alle Personen, die sich zum Zeitpunkt der Ausrufung des Ausnahmezustandes im Staatsgebiet der Volksrepublik Wolfenstein aufhalten. (4) Der Ausnahmezustand endet nach Einschätzung der Lage durch den Nationalen Sicherheitsrat. (5) Der Ausnahmezustand kann nicht länger als 21 Tage aufrechterhalten werden. Danach endet er ebenfalls automatisch. (6) Zwischen dem Ende des Ausnahmezustandes und der erneuten Ausrufung des Ausnahmezustandes müssen mindestens 21 Tage liegen. § 3 (1) Dieses Gesetz gilt nicht im Kriegsfall.
